'Bad' drivers to be issued with tickets!

Police have been told to issue 'instant' tickets (fines) to negligent drivers.

Motoring offences which the police will concentrate on are:
-speeding
-use of mobile phone while driving and
-(no use of)seat-belts.

But stake holders say that, 'sometimes education and discretion are more effective than prosecution'.
